Clean Up Graffiti at Nichols Center
On
January 3, 2010, area youth tagged the Nichols center with obscene
graffiti, hateful statements about the Gig Harbor Police Department, and
other images.
The Boy Scouts from Fox Island's
Troop 27 spent
most of a day scrubbing the graffiti off the building, and repainting
the walls, to restore it back to normal.
FICRA would like to thank the
Scouts, and if anyone has information that would lead to the arrest of
the taggers, please contact us.
House Fire on
Shorewood Court
On January 4, 2010 fire raced through the log
home of Mike and Pat Treit, located on Shorewood Court, Fox Island.
The Gig Harbor Fire Department responded to the
call and was able to control the fire before it spread to adjoining
properties.
Their house appears to be a total loss and the
family may need assistance from the community to get through this
crisis.

Update on Former Fox Island Navy Property and Proposed
Nisqually Indian Tribe Purchase
January 1, 2010, by Lynn Kenderesi Lindner
On December 15th, 2009 the Bureau of Indian Affairs (BIA) gave
formal notice to the General Services Administration (GSA) of their
intent to acquire the former Fox Island Navy site on behalf of the
Nisqually Indian Tribe. This notice comes after over 450 Fox Island and
local area residents signed a petition expressing their concerns to
Congressman Norm Dicks and other agencies of a Tribal water industry
coming to Fox Island. See the website petition at:

The Nisqually Tribe's proposed use for the property is to move its
commercial business, Nisqually Aquatic Technologies, to the site and
conduct water-related industrial activities from the shoreline of Fox
Island. These activities would conflict with Pierce County (PC) and
Washington State Department of Natural Resources (WSDNR) land and water
use ordinances. To date, the Tribe has made no formal application to
either agency for these proposed activities. Since their proposed uses
may not be in conformance with PC and WSDNR requirements, the Tribe does
reserve the option of asking the BIA to place the property into trust
status.
If the BIA takes the property into trust, the Tribe would NOT be subject
to PC land use ordinances, WSDNR shoreline regulations, or PC property
taxes. Despite repeated requests by Island residents, Congressman Norm
Dicks to date has not addressed this issue publicly. Congressman Dicks
acquired $17 million dollars from Congress to rid Fox Island of the
Navy's incompatible and environmentally damaging industrial operation.
On the present course, the Navy's operation will be replaced by another
industrial operation, out of local control, with potentially greater
impacts to local residents and the environment.
You are encouraged to call Congressman Dicks' Tacoma office at
253-593-6536 and express any concerns you may have about the BIA
acquiring this property on behalf of the Nisqually Indian Tribe. The
following are possible talking points to convey to our Congressman:

The Gig Harbor Community Plan and
Pierce County has all of Fox Island zoned as residential (R-10) to
protect our quiet residential lifestyle, safety, and property value.
-
Commercial activities involving
barges, diving boats, salvage equipment, and other industrial noise
and light producing activities are not allowed on our residentially
zoned island, nor from our "Conservancy" shoreline environment, and
they must not be endorsed by our U.S. Congressman.
-
Does he support the Tribe's plan to
conduct operations that are commercial and industrial in nature from
and on our island that violate our land use ordinances?
-
Will he support the Tribe if they
seek trust status with the BIA, which would allow the Tribe to avoid
taxes and environmental regulations?
Congressman Dicks will only take action
if he hears from his constituency.

Island Tree Lighters
Jeff & Nan Feagin
Our FICRA Tree Lighters for 2009
were Jeff & Nan Feagin. The Feagins have been Fox Island residents
since the 1970's, and have been active FICRA members for many years.
Their house is one of the first that was built on Queets Drive.
Their children could be seen riding horses all
over the island back in the 70's. Jeff is an avid bird watcher and
fisherman, Nan is an accomplished artist, and both love to garden.
Jeff and Tom Lockett managed the FICRA Fair for
many years, and has also served as coordinator of the annual Fox Island
Plant sale for many years.
Nan organizes a weekly
artist's group at the Nichols Center.
New Fox Island Post Office
Coming Soon
Rising on the corner of 6th Avenue and Fox Drive
is the new & improved Fox Island Post Office!
Several years in the making, the new post office
will feature expanded mail processing space, more post office boxes, and
larger truck access for delivering mail from the regional stations.

The existing post office, shown at right, is up
for sale.
10 Years On The Web!
June 11, 2009 marked the 10th anniversary of
FoxIsland.net going online. Seems like it was only yesterday, when I first
published FoxIsland.net in the wee hours of June 11, 1999. (see photo
at left)
That day a new online presence was
launched for Fox Islanders, and a new company was born; Dragonwyck Web
Design. From our meager beginnings and our very first customer Don and
Laura Musgrave, Fox Island's web presence has flourished. Dragonwyck is
now host to over 100 websites, and FoxIsland.net is teeming with information
about our island.
It started out as a few simple pages;
Island Organizations, Events, News, and Narrows Bridge Traffic cameras.
Today, with over 130 pages, it records a rich history of Fox Island's past
10 years, and we don't worry much about bridge traffic anymore.
Today, over 127,000 visitors later, this website has become the focal point and online forum for many
community issues over the years; from protesting tolls on the Narrows
Bridge, to stopping the 60 lot Fox Ridge subdivision from being built,
deterring the Navy from expanding it's beachfront laboratory, seeking action
on fixing the boat ramp, to our latest achievement; keeping Kopachuck State
Park open.
The eFlash mailing list has grown from a
handful of people to over 1000 members, keeping Island residents informed
about what is going on around the island, and current issues that affect our
community.
We would also like to thank Larry Clarke
for providing the FoxIsland.net domain name.
As we enter our next ten years, many
challenges lie ahead, but our website keeps us linked together in this
modern, real-time information age.

Go "High Adventure"

Boy Scout Troop 27, headquartered at the
Nichols Community Center on Fox Island. The troop just
celebrated it's first year, and is getting ready for another year of 'high adventure' outings, including
camping, hiking, climbing, canoeing, archery and more.
Upcoming events include the annual
Klondike Derby, a bike hike campout at Belfair State Park, snowshoeing
at Mt. Rainier, GeoCaching Camp, and a week-long summer camp near Hood
Canal.
Meetings will be held at 6:30 PM on the second &
fourth Tuesday of the month. Bring a friend, and get ready for
adventure!

residents. FICRA would like to give Linda a BIG THANK YOU
for her tireless contributions to our website, and to the
gardening enthusiasts of Fox Island. With this month's
issue, Linda is giving up her "Master Gardener" status with
Pierce County, and will now be known simply as "The Island

Towhead Island
Boat Ramp Project Revived?
Due
to the rapidly deteriorating condition of the Fox Island
boat launch (formally known as "Towhead Island"), and the hazardous traffic
conditions at the launch on busy summer weekends, FICRA President John
Ohlson has been holding talks with various government officials to see if an
improvement plan drawn up by the Pierce County Parks & Recreation District
in the 1980's can be revived.
Over 650
Fox Island residents have signed a petition to get the ramp
fixed up.
The land was originally
the site for the toll booth for the Fox Island bridge, and the original ramp
was constructed to facilitate the construction of the bridge. Some years
later, the original ramp was destroyed by some heavy equipment belonging to
the Navy. It was later replaced by the current concrete slabs which are
chained together to form the boat ramp. The slabs are breaking apart, have become disconnected from one another, and pose a hazard to boaters.
Most people avoid the actual ramp, and launch their boats on the adjacent
gravel beach.
Time and the tides have
taken their toll, and the once spacious parking area is now only a fraction
of it's former self. Erosion has washed away nearly all of the parking
area, and the pavement on the ramp is crumbling badly.
The
new plan would increase the on-site parking from approximately 8 stalls
to nearly 21 stalls, and provide an off-street staging area for boaters to
turn around and position their rigs to launch - out of the oncoming traffic.
Incoming traffic would be routed to the north end of the lot, and exiting
traffic would use the south exit, providing a smoother flow of traffic on
the site. The angle of the ramp itself would be increased to prevent
having to submerge your vehicle in the saltwater to get your boat off the
trailer, and the concrete slabs would be replaced with a smooth, continuous
concrete drive.
FICRA President John
Ohlson has been in communication with Senator Maria Cantwell’s office,
Senator Derek Kilmer, Rep. Pat Lantz, Pierce County Councilman Terry Lee,
and PenMet Parks Executive Director Marc Connelly over the past four months
regarding this project. There is interest by all parties concerned, to get
the project back on track. To that end, FICRA has appointed a steering
committee to oversee the efforts to restart this project, and potentially
strike up a partnership between PenMet, FICRA and the BLM to provide
stewardship and ongoing operational support for this facility.

Scouts Build New Picnic Tables for Nature Center
Eagle Scout candidate Zach Briggs of Gig Harbor Boy Scout
Troop 282, recently completed his community service project by
building three new picnic tables and clearing out a new picnic
area for the Fox Island Nature Center.
The tables were built from lumber left
over from the footbridge project two years ago, and were just
the perfect fit for Zach's project.
Built from heavy duty pressure treated
lumber, they will last for years to come.
Work
on the project included clearing invasive weeds and brush,
leveling the picnic area, and spreading wood chips to help
prevent weeds from returning.

Troop 290 Plants
Nature Garden
Girls from Fox Island's Junior Girl Scout Troop 290 recently
completed their Nature Garden as part of earning their Bronze
Award. This award is the highest honor a Junior Girl Scout can
earn.

Native Species Garden
February, 2007 - Eagle Scout candidate
Ryan Eason of Boy Scout Troop 212 recently completed his Eagle Scout
service project - a Native Species Garden, showcasing the various plants
& trees that grow in the various climate zones of Washington State.

Center Gets
New Deck
February 25, 2007 - Eagle Scout candidate Page Ollice of
Boy Scout Troop 212 recently completed his Eagle Scout service project -
a new deck for the Nichols Center. Expanding on the old design,
the new deck includes a 2' wider footprint, safer railings, and improved
traffic flow from the main door to the stairs.

Cub Scouts
Help Clear Trails
On
Saturday, March 3rd,
Cub Scouts from Fox Island's Pack 202 spent the day cleaning up
fallen trees, branches and other debris from the trails at the Fox
Island Nature Center.
The December 14,
2006 windstorm toppled more than 20 trees at the Nature Center,
including this big Hemlock tree, near the trailhead at 9th Avenue.
The Cub dads cut up
fallen trees, and the boys helped roll the logs out of the trails.

Nature Center Trails Get
Improvements
Eagle Scout candidates Garrett McKinney of Troop 212 and Ian Johnson of
Troop 217 recently completed trail improvement projects at the Fox
Island Nature Center.

| Garrett's project
consisted of building raised walkways over the wetland's
marshes, protecting the area from the impacts of hikers
traveling through the area.
The walkways were prefabricated offsite, and
installed on concrete pier blocks, to ensure resistance to
rotting.

Ian's project completed the 'West
Loop' of the Nature Center's trail system, allowing hikers to explore
the westerly half of the 5-acre nature preserve.

Volunteers from Troop 217 cleared new
trails, placed log slab stepping stones, and installed plant
identification markers along the route.

'Stinging Nettle' meadow, (left) ancient nurse logs, and examples of the

Nichols
Center Gets New Flagpole
On Saturday, March 3rd, 2007, members of Cub Scout Pack 202,
Den 7 raised the new flagpole at the Nichols Center.
The cubs built the new flagpole
from a fir tree found on Fox Island, and they spent three months making
it; stripping the bark, polishing the wood, and applying varnish &
hardware. The old flagpole was blown down in a windstorm in
February, 2006.
Once the new pole was raised, the
Cubs performed a flag ceremony, with a brand new American Flag, donated
by FICRA.

Center - What's Next?
An update on our 'gardening' project at the Wetland Park.
Four scout projects are now under way at the
Nature Center.
Eagle Scout candidate Ryan Eason
of Boy Scout Troop 212, Has completed the Native Species
Garden in the far left hand area of the diagram.

McKinney of Boy Scout Troop 212, completed building boardwalks across
the marshy areas of the nature trail.

has completed a new deck for the Nichols center.
Ian Johnson of Boy Scout Troop
217 has completed a new trail-building project, which expanded
the Nature Center's trail system, and installed plant identification
markers along the trails.
And Zach Briggs, of Boy
Scout Troop 282, just completed construction of a new picnic area near the
gardens for his Eagle project, and built several picnic tables for the park.

planted a flower & shrub garden in
the circular area at right.
Commemorative tiles and bricks
have been engraved with donor's names.
The tiles at the Nichols Center are completed,
and the bricks are being engraved, and will be installed in conjunction
with the new garden projects.

Volunteers are needed to conduct Citizen Patrols on Fox Island.
Citizen Patrol volunteers do not carry guns, don't confront
anyone, and generally observe potential crime areas, recording
license numbers of suspicious vehicles and forwarding to the
sheriff's office. Volunteers work 3 hours or more a week,
